Is it not possible that the U.S. FED (GOV'T) is the entity (or entities) holding the large gold & silver shorts? This could explain the lack of oversight and
the huge dollar investments in these positions. And, if so, couldn't they hold
these shorts indefinitely, or increase them if they wish?

Default CFTC issue

Surely there is some congressional oversight here for the CFTC. Have you sent any emails to the appropriate comittee? How about the financial media, WSJ, etc. If your thesis is valid, surely there would be some traction expected.
