Default Exemption from capital gains taxes

The article says that one of the reasons that precious metals should be invested in is that precious metals are exempt from all capital gains taxes. Could the author or other commentator cite what part of the internal revenue code that they are relying on to make this statement?

Default Exemption from capital gains taxes

Please ignore the last post. I have found the answer. In a retirement account, you do not have to pay capital gains taxes. It seems like any other retirement plan with all the positive benefits of precious metals.
