Countries are jockeying themselves currently....with their paper games and paper printing.

De Gaulle must have been aware of what Lenin meant by Imperialism being the highest stage (or finality) of capitalism. When other countries finally start to catch up militarily and advance their technologies.....they grow tired of the 'Bully' exporting their debt burdens onto the rest of the world.

China has been buying up infrastructure companies around the world....whether charters and constitutions allow for it or not. A purely fiat money standard allows for these shifts in power. People will not come forward and demand a restructuring....they are naturally complacent...and therefore complicit. They will allow their govts to take them to needless wars...vs...holding their politicos accountable for their ineptness and an inability to hold the banking cartels in check.
