Looking at ECU Silver mining stock. I see ECU.TO last trade of .78 and
ECUXF.PK trading at .69.
Why is there a difference in price?

I think Jason Hommel covered that one, the .pk (Pink Sheets) that some
U.S. brokers offer isn't quite a formal exchange, also those prices are
sometimes up to a week behind. Also the pink sheet market isn't very
liquid. The price from the Toronto exchange is much more up to date
and it's a more liquid market. Additionally I think the price on pink sheets
is U.S.$ while the Toronto exchange typically trade in CDN$.
Those are a few reasons I can think of.
Here's an article on pink sheets:

Thanks Fanscub for the info.
When I see the symbol of ECUXF.PK, what does the XF stand for?

I find that you folks are not alone in your quest for US listed Canadian Based mineral companies. In fact many people bring that up. As an investor, I have run into this problem for some time. I finally got a global account, and trade on the TSX. However I have enough interest in dual listed stocks, that I began groups that feature these. If that's of interest to you, then just look at my profile.
