First off, how would they know what is shipped? Secondly, I could not find anything on the site. I have a hard time believing that it would be illegal, as coins are bought, sold and traded numismatically all over the world.
Can you send a link to what you're referring to?

Interesting. The way I read this, it's Australia that has the embargo, not the US.

Any time a package is mailed internationally you have to fill out a customs
declairation that goes on the outside of the package. Customs agents in
the recieving country can open any packages coming into their country so
what's declaired had better be a reasonably close description of the
contents or you are risking it being siezed by customs in the recieving
country. It would be hard to explain why you declaired coins as clothing
for instance. ;) (I imagine classifying "junk silver" as "scrap metal" might
be more plausible as long as the value decliared was accurate. :D I'd still
expect that to get questioned though.)
For the record my experience with packages coming into Canada (mostly
from the U.S.) is that about 50% of all packages overall get opened and
if it's declaired to be a video tape they'll open about 90% of them and
play anywhere from a minute to the whole tape at their discretion to
determine if the video content is compliant with Canadian porn laws.
(I've always had a mental image of Canada Customs agents watching
my video tapes exclaiming "Damn! Doesn't this guy ever get any porn!"
;) )
